My wife & I went on a 3-hour walking tour with Neelesh - & it was perfect. We had just a few days in Varanasi & Neelesh took us around the crowded streets, pointing out the different historical landmarks, & providing context to the general scenery in the street, which can be a bit chaotic.

Varanasi is the City of Sunrise. As religious activities on the Ghats & the Temples starts before the sun rises and goes on till late morning. You get to see a very beautiful view of the Sunrise from the Ghats of Varanasi.
Although now a days morning Aarti and some activities like Yoga on regular basis started taking place at Assi Ghat, And this has been referred as Subah-e-Banaras as well

NO, Assi is not the first Ghat of Varanasi historically but if you see the flow of the river than Assi Ghat comes first in the line of Ghats
Whenever you have time is the Best Time to do Boating. But we Suggest Morning, Afternoon and Evenings are good time as when you not only enjoy the Boating but also can see lot of activities of devotees alongside the River.
We would suggest do Boating once in Ganga, and you will certainly get the answer of WHY by yourself.
